Revoking article 370: Implications for Jammu and Kashmir's agriculture sector

Abstract
The revocation of Article 370 in August 2019 marked a monumental shift in
the constitutional landscape of Jammu and Kashmir (J&K), impacting various
sectors, including agriculture. Historically, Article 370 granted J&K
special autonomous status, including control over land and property laws, which
profoundly influenced agricultural practices and land ownership patterns.
However, its abrogation dismantled this autonomy, extending central laws and
policies to the region and altering the regulatory framework governing
agriculture. The implications of Article 370's revocation on J&K's
agriculture are multifaceted. On one hand, the extension of central laws aims
to streamline regulations and integrate J&K's agriculture with national
markets, potentially enhancing access to modern farming techniques, technology,
and investment. Additionally, the government's post-revocation initiatives,
such as the introduction of new land laws and agricultural reforms, seek to
stimulate economic growth, increase productivity, and empower local farmers. However,
these changes also raise significant concerns. The loss of special status under
Article 370 has sparked debates and uncertainties regarding land ownership,
agricultural practices, and market access. Indigenous communities fear the
dilution of their land rights and potential exploitation of local resources by
outside investors. Moreover, environmental degradation resulting from unchecked
development and land use changes poses a significant threat to the fragile
ecosystem of J&K. Geopolitical tensions and security challenges further
complicate the agricultural landscape in J&K. The region's volatile
security situation has hindered the implementation of development projects and
investment in the agriculture sector. Additionally, the lack of clarity and
consistency in policies post-revocation has created a climate of uncertainty
for farmers and investors alike. In conclusion, while the revocation of Article
370 presents opportunities for modernization and economic growth in J&K's
agriculture sector, it also poses significant challenges related to land
rights, environmental sustainability, and security. Addressing these challenges
requires a balanced approach that prioritizes the interests of local
communities, ensures sustainable development, and promotes stability in the
region.
